Judgement fosters corruption

The Attorney General must appeal the pathetic 11 month home detention sentence for Malcolm Mason,  the corrupt ACC official.

With what I've heard for months about the scale of corruption concerns generated by his activity there should have been a denunciatory and deterrent jail sentence without parole. It should have been at least 4 years.

I lack sufficient knowledge of the law to predict sentences, but this one strikes me as astonishingly light.
How much credit does the defendant get for a guilty plea made when it was clear there were mountains of evidence against him? There is certainly nothing here that would deter another bent bureaucrat. I assume his co-conspirators who defrauded the taxpayer can also look forward to non-custodial sentences.
